font-size: 16px; line-height: 28px; text-indent: 2em;">随着日本媒体“爆料”称解放军高级将领承认中国海军舰艇向日舰照射火控雷达，日本方面炒作所谓的“火控雷达照射”，又进入了新一轮的“间歇性发作期”。针对日方的炒作，中国国防部多次阐明了严正立场。日本方面的说法，纯属无中生有，蓄意抹黑，而其胡搅蛮缠的动作背后，显然有着多重考量。<p style="margin: 0px; padding: 0px 0px 29px; font-size: 16px; line-height: 28px; text-indent: 2em;">其一，模糊焦点，转移视线，减轻日本单边挑衅行动造成钓鱼岛局势紧张的责任和压力。<p style="margin: 0px; padding: 0px 0px 29px; font-size: 16px; line-height: 28px; text-indent: 2em;">自去年9月以来，中日围绕钓鱼岛主权的争端不断升温，这完全是由于日方单方面打破中日在钓鱼岛问题上达成的“搁置争议”默契，公然对中国钓鱼岛实施所谓的“国有化”造成的。对于钓鱼岛的主权归属以及事态紧张的原因，世界上持客观公正观点的人们都是清楚的。中国政府为维护国家领土主权，反对日本的单边挑衅行为，在钓鱼岛问题上采取了一系列维权行动。而日本的挑衅行为，不仅遭到了中国政府和人民的强烈抗议和坚决抵制，也受到了国际舆论的批评，招致了日本国内爱好和平人士的不满。<p style="margin: 0px; padding: 0px 0px 29px; font-size: 16px; line-height: 28px; text-indent: 2em;">在“偷鸡不成蚀把米”的情况下，日本右翼政客选择了炮制、炒作所谓的“火控雷达照射”事件，企图通过抹黑中国，蓄意制造紧张气氛，来转移国际社会的视线，减轻其对造成钓鱼岛局势紧张应承担的责任。日本这招叫“揣着明白装糊涂”。<p style="margin: 0px; padding: 0px 0px 29px; font-size: 16px; line-height: 28px; text-indent: 2em;">其二，为修改和平宪法，扩张军力，解禁集体自卫权争取内外支持。<p style="margin: 0px; padding: 0px 0px 29px; font-size: 16px; line-height: 28px; text-indent: 2em;">多年来，日本一直在努力成为拥有正规军队的所谓“正常国家”，而实现这一目标，日本视美国为最大的障碍。近现代历史上，日本和美国积怨颇深。当年打开日本大门的是美国，在二战期间用两颗原子弹打击日本的也是美国。战后很长时间以来，美国一直对日本的政治和军事发展加以制约，并对日本的右翼动向保持警惕，这一方面是为了维护有利于己的国际秩序和地区格局，另一方面也是担心“放虎归山”之后，有朝一日再次上演“珍珠港事件”。<p style="margin: 0px; padding: 0px 0px 29px; font-size: 16px; line-height: 28px; text-indent: 2em;">冷战期间，美国逐步放松了对日本的束缚，其军力和国家综合实力得到了迅速发展。最近的中日钓鱼岛争端中，美国表达了在钓鱼岛主权问题上不选边、希望中日两国通过对话解决问题的立场。美国新任国务卿克里还在国会任命听证会上表示，反对在亚太增加驻军，以免给人围堵中国的印象。这在日本看来，似乎表明美方对自己的支持力度有所减弱。日本在“火控雷达照射”问题上捏造事实，大肆炒作，就是想故伎重演，希望通过制造“中国已走到战争边缘”的假象，尽可能放大美日面临的所谓“共同威胁”，以此逼迫美国为自己“松绑”，并为其修改和平宪法、成立“国防军”争取国内民众的支持。从这个角度观察，日本炒作“火控雷达照射”问题，其实是“明修栈道，暗度陈仓”。<p style="margin: 0px; padding: 0px 0px 29px; font-size: 16px; line-height: 28px; text-indent: 2em;"><strong>其三，反诬中国采取“罕见行动”，为日后可能发生的中日海上冲突预作舆论准备。</strong><p style="margin: 0px; padding: 0px 0px 29px; font-size: 16px; line-height: 28px; text-indent: 2em;">历史上，军国主义的日本几乎侵占了所有东北亚和东南亚国家，日本侵略军屠杀了无数手无寸铁的普通百姓。而在对其他国家发动战争和袭击前，日本经常玩弄无中生有、贼喊捉贼的伎俩，为其罪恶行为制造舆论氛围。数据显示，近年来，日本飞机对中国的抵近侦察，每年都在500架次以上，日本舰机也经常对中方在公海的军舰进行近距离跟踪监视，干扰中方正常的航行训练，并做出不少极其危险的接近动作。对此，中方掌握了充分的证据。<p style="margin: 0px; padding: 0px 0px 29px; font-size: 16px; line-height: 28px; text-indent: 2em;">在这种情况下，日本不仅不作自我约束，还指责中国采取“罕见行动”，炮制所谓“火控雷达照射”事件，就是想玩弄“贼喊捉贼”伎俩，为日后类似事件中一旦发生擦枪走火事件时，寻找首先开火、挑起中日海上武装冲突的理由。从这个意义看，日本是要预作舆论铺垫，准备必要时“猪八戒倒打一耙”。<p style="margin: 0px;
