orphans: auto; text-align: start; text-indent: 0px; text-transform: none; white-space: normal; widows: auto; word-spacing: 0px; -webkit-text-size-adjust: auto; -webkit-text-stroke-width: 0px; background-color: rgb(255, 255, 255);"> 自古就有军队出征“师行须预严纪律，申号令”的制胜之道。毛泽东则把必须提高纪律性直接写入我军的《中国人民解放军宣言》，重申不允许任何破坏纪律的现象存在。<strong>联系今天的实际，审视军队的法纪之风，令人不免有些忧虑。不知从何时起，纪律松懈、作风涣散的问题在队伍中悄悄滋生蔓延，有的对上级的决策指示、部署要求，不是无条件地贯彻执行，而是以各种名目钻空子、打折扣、讲价钱。人情面子大于军纪，个人利益大于军纪。有甚者公然堂而皇之违抗命令，明目张胆另搞一套，不以违纪为错、为耻，相反，会变通者为“聪明”，敢顶风者“有魄力”。而这些严重违纪的现象，有的并没受到应有惩处，甚至大事化小、不了了之。在这些人眼中，军队纪律既无刚性的约束力，又无敬畏之严肃性，军令哪里还如山倒，已然一纸空文。</strong>尽管此类人和事属极个别，但造成的负面效应却能成倍扩散，以致后来一个决策、规定下达，人们的第一反应不是坚决落实的行动，而是疑惑、观望，揣测上级的执行力高下，对破坏法纪军规的现象是否敢动真格。无视命令的现象已经如此严重，再不坚决有力地遏制、整肃，强军目标就无从实现，一旦打起仗来就要付出惨痛的代价。<p style="margin: 0px; padding: 0px 0px 29px; font-size: 16px; line-height: 28px; color: rgb(0, 0, 0); font-family: 宋体, Arial, sans-serif; font-style: normal; font-variant: normal; font-weight: normal; letter-spacing: normal; color: rgb(0, 0, 0); text-decoration: none; border-bottom-width: 1px; border-bottom-style: dotted; border-bottom-color: rgb(83, 109, 166);" target="_blank">两会</a>”上，习主席再次强调一切行动听从党中央和中央军委指挥，这使我们再次领悟“令不可轻，势不可通”的威严，看到了“令不行，众不一，可败也”的险峻，进而加深认识“令行禁止，王者之师也”。因为强军目标是一个庞大复杂的系统工程，实现的过程就是深化改革的过程，必然会涉及一些部门和人员的利益，这就需要在全军大力加强纪律教育，强化监督机制，把执纪的措施加固加实，提升惩罚违纪的力度。若不如此，纪律意识任其淡化，是非界限任其混淆，对违纪现象睁一眼闭一眼，无疑是对忠实执行纪律规定的人一种深度的伤害，恶果便是谁还去做听指挥、守纪律的忠诚军人呢？强军之路任重道远，尚不知还有多少风雨坎坷，如果不从现在抓起，把我军的纪律铁一般地严起来、实下去，这个队伍就可能真的不好带了，甚至有垮掉的危险。<p style="margin: 0px;
